Asbestos was widely used in the construction industry - in the structure and fabric of buildings as well as being part of some fixtures and fittings.
With around 6 million tonnes imported into the UK, asbestos was used throughout the whole of the 20th century, with peak usage between 1960 and 1975.
Asbestos-related deaths are currently running at around 3000 per year and still rising. Many of these deaths could have been prevented.
What is Asbestos?
Asbestos is a naturally occurring fibrous silicate mineral. The main types are:
- Crocidolite (blue asbestos)
- Amosite (brown asbestos)
- Chrysotile (white asbestos)
Uses of Asbestos
The materials containing asbestos generally fall into one or more of the following categories:
- Thermal insulation
- Acoustic insulation
- Fire resistance
- Chemical resistance
- Reinforcement
- Legislation
The Control of Asbestos Regulations 2006 came into force in November 2006, replacing the previous Regulations. The main purpose of the new Regulations was to ensure that duty- holders manage asbestos (Regulation 4).
Who are Duty-Holders?
A wide range of people potentially have duties under Regulation 4, including:
- Employers and self-employed
- Owners of premises
- Occupiers of premises
- Managing agents
The extent of the duties is dependent on contractual, tenancy and other existing obligations or agreements.
